In summer 1976, Cambridge’s city council held raucous public hearings on Harvard’s proposed gene-splicing lab — and instead of banning it, wrote the world’s first municipal biosafety ordinance (1977). The clear rules made Cambridge the safest place on Earth to do biotech. Kendall Square is the result.
